These seven deputies and senators reported receiving virus-infected emails in 2021 from a hacker group known as APT31. This group, believed by several countries, including the US and Britain, to be linked to the Chinese government, has been causing alarm among legislators in France.

Despite the clear signs of foreign interference, the French parliamentarians only became aware of the cyberattacks in March of this year. This revelation came after the US Justice Department indicted seven Chinese nationals associated with the Chinese government for sending malicious emails to US and foreign critics of China, including members of the Inter-Parliamentary Alliance on China (IPAC). Former senator Andre Gattolin, one of the targets, highlighted the lack of response from French authorities when he sought assistance from ANSSI and DGSI. Despite filing a police complaint, the attention he received was minimal, raising questions about the seriousness with which such cyber threats are handled.

The frustration among the targeted parliamentarians is evident as they seek answers and demand accountability from government agencies. A lack of communication from the authorities and a perceived indifference towards Chinese cyber espionage have left them feeling vulnerable and exposed. The handling of the case by French authorities has been criticized as “lightweight”, with concerns over the silence surrounding China’s actions. The Paris prosecutors’ office declined to comment on the case, further fueling the sense of neglect felt by the victims of these cyberattacks.
