A recent study conducted by the Center for Countering Digital Hate (CCDH) has shown that Instagram has not effectively removed toxic comments directed at Vice President Kamala Harris and other prominent female politicians as the 2024 election approaches. The non-profit organization has been monitoring various internet platforms to evaluate how they handle hate speech on their sites. In the report released on Wednesday, the analysis was based on 560,000 comments on Instagram posts by five Republican and five Democratic women politicians with high engagement levels. The politicians under scrutiny included prominent figures such as Kamala Harris, Alexandria Ocasio-Cortez, Jasmine Crockett, Marjorie Taylor Greene, and Lauren Boebert.

Out of the thousands of comments posted between January 1 and June 7, over 20,000 were identified as “toxic” by Google’s Perspective AI moderation tool. Upon manual analysis, 1,000 comments were found to be in clear violation of Instagram’s terms of service. CCDH CEO Imran Ahmed emphasized the importance of enforcing policies that protect women in public life and providing better support for women candidates who face abuse and harassment online.

Meta, Instagram’s parent company, has faced criticism from lawmakers for failing to address the spread of harmful content on its platforms. The New Mexico attorney general has accused Meta of neglecting the protection of underage users from predators and exploitation. In previous election cycles, Facebook, now Meta, has been a breeding ground for misinformation and toxicity directed at political figures. Despite assurances from Meta to review and remove offensive content, the lack of action on reported comments remains concerning.

The CCDH researchers flagged 1,000 offensive comments on Instagram using the platform’s reporting tools. However, a week later, 93% of these comments had gone unaddressed by Instagram’s moderation team. Meta defended its position by stating that some content, while offensive, may not directly violate its guidelines. The company highlighted its efforts to empower users with moderation tools and collaborate with safety partners to improve content policies.

The report revealed disturbing comments directed at Vice President Kamala Harris, including racial slurs and calls for sexual violence. Furthermore, a significant portion of the offensive comments came from repeat offenders who had a history of posting abusive content on the platform. Instagram’s failure to address this pervasive issue underscores the challenges in combating online harassment and hate speech.

Following the publication of the report, concerns have been raised about Instagram’s role as a safe platform for users, especially in the wake of controversial content. Despite the dismissal of a lawsuit against CCDH by Elon Musk’s X, the spotlight remains on platforms like Instagram and the accountability of tech executives like Mark Zuckerberg. The need for stronger enforcement of policies and better protection for individuals, especially women in public life, is paramount in combating online toxicity.
